Budget talks begin in January

Budget discussions for the Village's 2011-12 fiscal year will begin in January when trustees meet to review a rough draft of the operating and maintenance budget. In past years, the five-year capital plan was reviewed at the end of January.

Capital projects are expected to occupy a large portion of the budget.

""With capital projects, you can dream ... but you have to know how much money you have to work with,"" said Village Administrator Heather Kimmons.

The budget focuses on ""...things we need instead of things we want,"" she said. To that end, she recently met with department heads and Village Engineer Chuck Hunsinger to lay the budget's groundwork. Head Librarian Jean Campbell said one of her priorities in the new fiscal year is to make a part-time position full time. In addition, other priorities are to maintain the level of the library's materials budget and to sustain ""...all the ingredients to continue as a Star Library,"" she said. Public Works Director Larry Coloni's wish list includes pavement overlays for targeted areas within the Village as well as storm sewer improvements and sidewalk repairs and replacements. Hunsinger earlier provided the Public Works Committee with an overview of capital budget items, including storm and sewer projects.

Kimmons said she is working with both Coloni and Hunsinger to prioritize the capital projects and to offer justification for each. She said numeric values will be given for each criterion as applied to each of the projects. Such criteria could include such things as safety, civic responsibility and economic development.

""Staff recommendations are not to be colored by personal preferences,"" she said.

Trustees will be joined by the Finance Committee in review of the operating and maintenance budget.
A public hearing on the proposed 2011-2012 budget will be held at the first Village board meeting in April followed by approval at the board's second meeting that same month.
