Plan Commission studies consolidation

An idea to combine the Plan Commission and the Zoning Board of Appeals into one regulatory group is now being studied by Plan Commission members. On Sept. 29, the group will make its recommendation to Village trustees concerning whether one body should initially handle all zoning and planning issues, as opposed to the two bodies which do so currently.

Consolidation of the current Plan Commission and the Zoning Board of Appeals requires legal steps for proposed changes to the zoning ordinance, subdivision ordinance and code of ordinances, according to Village Administrator Heather Kimmons.

“It looks like it will go through and be approved,” Kimmons said of the administrative recommendation for the consolidation which she believes “…would be of benefit to the Village and would help resolve some of the challenges which both bodies currently face.” Additionally, she said the consolidation would “…present a unified approach to the community.” Trustees have expressed support for the idea and will cast the deciding vote during their Oct. 3 Board meeting. The proposed new commission does not have an official title, but Kimmons presently refers to it as the Zoning & Planning Commission.

Work is underway to determine the composition of membership for the proposed new combined group. Legal counsel has recommended seven members; Kimmons’ preference is to retain as many current members of both bodies as legally possible. Interest shown by current members and a review of interested members’ appointment and attendance records will be considered when the selection is made, she said.

Kimmons said the anticipated new body is expected to be “…an active part of the upcoming comprehensive planning process.”
